We have a passionate, qualified team of medical professionals who administer and oversee the TMS Treatments at Capital Region TMS. They are dedicated to making sure each patient is receiving the best possible care and treatment to help them beat depression. Read on to discover more about the members on the team.
Thomas Qualtere, MD
Medical Director, Certified TMS Provider
Dr. Qualtere received his degree from Syracuse University. He completed his psychiatry residency & fellowship at Albany Medical School and is board certified by the American Board of Psychiatry & Neurolology. He is a distinguished Fellow of the American Psychiatric Association and is also currently the Medical Director of Albany County Department of Mental Health. He has extensive forensic experience, doing evaluations for the Attorney General’s office, working with several of the District Attorney’s offices in New York State, as well as individual consults for private attorneys nation wide.
Mary Halloran-Ruhle, DNP NPP
Director of Clinical Services, TMS Administrator, Certified TMS Provider
Dr. Halloran-Ruhle is a psychiatric nurse practitioner with her doctorate in nursing practice from Aspen University and graduate degree from SAGE Graduate School. Dr. Halloran-Ruhle did her clinical internship at Albany Medical College. She has over 25 years' experience in both inpatient and outpatient behavioral health settings. She is a psychiatric consultant for Albany County Department of Mental Health and is certified as a Correctional Health Practitioner with experience in forensic mental health. She is an active member of the American Association of Nurse Practitioners and Clincal Society of TMS.
Mary
TMS Coordinator
Mary is the office manager and TMS Coordinator. She handles billing, Insurance authorizations, scheduling and various other office tasks.
Tess
Certified TMS Technician
My name is Tess and I am currently studying Neuroscience and English at Providence College. The brain has always been a peak area of interest of mine, so I am excited to be able to use breakthrough technology to treat depression. I look forward to meeting you and helping you through your TMS journey.
Breana

My name is Breana, and I'm currently studying to be a forensic nurse at Hudson valley Community College. I'm from the Albany area and was very happy I found the opportunity to work with Neurostar TMS to help treat depression. I'm looking forward to getting to know you over the next several weeks and helping you through your journey here at Capital Region TMS.

My name is Sadie and I am currently studying Early Childhood Education at Hudson Valley Community College. I studied Psychology and the Human Brain in high school and was happy to be given the opportunity to work in this field and to work with this technology to treat depression. My name is Jacob and I'm a graduate from University at Buffalo with a Business Administration degree, with a concentration in marketing and a minor in Nutrition. I have always wanted to help others in any way possible so I am looking forward to not only being one of your TMS treaters, but making this a positive experience for everyone.
